Unable to create Google Cloud Account

Each time a try to create a google cloud account i get this:
Action unsuccessful
This action couldn’t be completed. [OR_BACR2_44]

  This link bring me to Google Cloud Customer Care, Which require me to still enter credit card details and i run into the same isssue
